They just don't always need water early on. You will commonly see this happen when a seed hasn't sprouted yet, and had water the previous day. If the option to water them isn't available, they don't need water. Almost all plants will require water the first day. To water a plant, click the plant after the seed has been planted. Can you imagine manually clicking to pull 50 weeds, or harvest a hundred plants? The tend garden action is a gardener's best friend. They will pull weeds, water plants and later harvest fruits and vegetables. When your seeds are planted, be sure to use the tend garden action to make your sim work in the garden and do whatever is appropriate for each plant. Planting seeds in Double rows work very well as your Sim can work two rows at a time as they move down the lines of plants later. This is a useful interface option to use if you want to soon start work on a Perfect Garden.
